I was pondering a DIY pannier, but wasn't sure I could make decent enough hooks, but I found these:

They even have the bungee/ J-hook assembly- full set of hardware for $10, just add screws and a backer board!

I have a set of MEC panniers, and I like their hook and clips system. I've actually switched out my hooks for the oversized ones (the standard hooks fit most cheap racks, but are too small for my Axiom rack... important for you to know so you can check your rack size!).
If you have a skinny rack, and have any interest in my now-not-being-used small clips, I could mail them to you if you like.

I use bungie cords. They work great, are cheap, and are readily available.
