It's true. I didn't get one at my annual exam this year.

I took part in this focal study (http://www.bccancer.bc.ca/PPI/Screening/Cervical/hpvfocal/What+is+the+HPV+FOCAL+Study.htm) last year that screens for the Human Papilloma Virus rather than the pap smear which looks for changes in cells. If this method becomes widely available, it should drastically cut down unnecessary testing.
