I'm interested in the Craft rain jacket:

However, the sizing chart doesn't have a hip measurement. I am a size smaller on top than on bottom and I'm wondering how snug of a fit this jacket is through the hips. Does anyone own one that can help me out?

Yes, I have one.
I like it except that it IS snug around my hips. I am pear shaped like you. You might want to order two sizes to try on if you have wide hips like me. Nice otherwise though.

I would need the XL so that might not work for me! Thank you!

Amber,
If you are looking for protection against wind and LIGHT rain, then I can recommend this windbreaker in screaming yellow:

It is a bit roomier in the hips and fits me very well. It also breathes more so I don't sweat. It rolls up smaller. It is not good for HEAVY rain though, it's more of a windbreaker. I love it and it's very comfy.
