She is 4 foot 10 inches and wants a road bike. Whats the best bang for the buck bike with 650 wheels?

I am sure loads of people will have good suggestions - but I would take a look at Giant - in addition to a 650 wheeled bike, they also do one with 24" wheels. I am about 5' 1" and I use a 43cm frame w/ 650 wheels - she would need about this size or possibly smaller.

Also you quite often see these types of bikes second hand which have been bought for youths who have then grown out of them - also 650 don't command a high price second hand as demand is limited.

You did not mention her age, but both Specialized and Trek make a young adult size road bike.

The Kona Jake 2-4 has 24 inch wheels. It's a cyclocross bike, and with smooth tires it would be a fine road bike. http://www.konaworld.com/bikes/2k7/JAKE24/index.html

It was a good deal, decent components (carbon fork!). They seem to be sold out for this year, but maybe you could do a search and find a used one.
