Fit of Baggy Shorts

Hi All. After reading the previous posts regarding shorts I decided to try a pair of baggies. Here is my problem . . . I am unsure how they are supposted to fit. I purchased a pair, sized according to the sizing chart, but the inner short seems kind of big. Are the inner shorts supposed to fit tight like a swimsuit does or more loose, say like a pair of panties?

Any advise would be greatly appreciated.
