reflective tape

I did not know quite where to ask this - so I put it here.

I have tried putting reflective tape on my panniers (open basket/grocery fabric type) and my backpack. The tape never sticks very well. Can anyone suggest a more sticky brand or tips for making it stick on fabric better? Thanks.

We loop ours and use velcro to hold them in place.
